Q: Harbin dog scandal - why are Chinese so terrified of dogs?

So a new law passed in Harbin, prohibiting people from having 49 breeds of big dogs (and giving them a few months to get rid of their dog if they have one of those breeds), while also banning ALL dogs from city parks.

 

Where there really that many cases of people getting their faces chewed off by dogs? Or is this an extension of their (insanely excessive) over-protection of small kids?

I have always liked dogs but never owned one until recently.Dogs can greet agressively and even back me up sometimes. I can certainly understand why Chinese are afraid of dogs, not enough exposure.

 I have a Collie at home. My girl friend here has a Collie. Her dog is better behalved than mine. My dog gets too excited to see people, wants to jump and kiss everyone. Her dog is calm, yet when we walk the dog, people will almost jump backwards when they see the dog.They slink away in fear. The breeds that are being banned are the more agressive watch dog types like German Sheppards, probably because the police are also afraid of them.

A couple of weeks ago I saw two guys loading crates of older puppies on a 3 wheel pickup right on the main drag. The puppies were just stuffed in and couldn't stand. The guys were pushing steel poles through the cages to pick them up, puppies just screaming,,I don't think the pups were going to good homes,, made me mad and sick just to see it. Nothing I could do that wouldn't get me arrested or do the pups any good.
