Q: Have you ever written any compliment letters in China?

Well,

I just find people who serve me better deserve a compliment letter as I rarely find professional or nice service in the Mainland China.

However, the staff in hotel told me they did not have any system to reflect my feedback in written form. So, neither complains nor compliments are no use in China. Probably because that hotel is a small one.

So,

Have you ever written any compliment letters in China? Those people really deserve it (as 90% of them provide lame service and I feel needed to compliment the rest 10% excellent people.)

letter will be of no use..

an additional tip to some of the best people will make them remember you in future..

and that will be the best compliment form of paper you can give them..

if not satisfied you can always write a note of compliment on one side of the red 100 rmb note...

No, but I hired the guy who fixed my personal computer into my companies IT department because he always gave me outstanding service. I used him on a couple of occasions and he always knew what he was doing and fixed it quickly. My IT guys at work said my laptop couldn't be fixed, I took it to him and he looked at it real quick, told me to go have lunch and come back. I returned an hour later and it was working like new. Finally I convinced him to come to work in my company.

A compliment letter would imply having received superior service.   In all of my time in China, I have had yet to receive standard service.

No.

No, because I would probably get a very short return letter that said "bu dong"

No because I have never met anyone in China able to do his/her job the proper way (the way it should be done). With these people it's always about doing the minimum amount of work in the lowest quality possible for not getting fired.
