Yes and I failed. Well not always actually. Some do look away once I catch them, but others are fixated like in a trance. It's actually quite fascinating once you get over the creepiness of being stared at.
They're trying to work out why the CCP makes us out to be monsters, when we look so normal.
i tried before but then after 1 minute I just got angry and have to release....now cant do it anymore, so I just either ignore them or just greeting them with the most mocking accent; ni ahuuuuuu

actually in 2008 when i was in BJ I had a funny encounter in salnlitun. Was just relaxing at subway that a guy, around its 20's just pass by, look at me and suddenly show me his middle finger. After 5 seconds I was already out from the store and It ended up with me slapping him (for about 5 minutes), he asking why I slap him and the gal with him exchanging her mobile number with me (this girl best friend became my ex gf) One of my weirdest experience ever...
I stare people down all the time. In fact I actively look for people staring at me. I'm sure it scares potential pickpockets away.
I stare quite often just for the lulz, it gives them a taste of their own medicine. Reactions can range anywhere from ignoring me to staring back, also some dudes asking if I have a problem.
I also enjoy talking and giggling with my foreign friends about local people in languages they can't understand, German or Spanish that I speak fluently, too many of them have some grasps of English. People might not speak the languages but clearly know that we are talking about them and feel very uncomfortable, this is so funny to watch.
Or when they talk about me I like to take out my phone and send a vocal message in putonghua on Wechat, you should see their faces when they realize that I understand everything they said. Works best in closed environments with many people, the bus, the metro, ... massive loss of face for them in front of other (probably less dumb) Chinese.

Haha, some middle aged guy made a huge effort to scrub past me in the packed subway line where everybody was lining up to scan their luggage. After he put his stuff on the conveyor, I shoved mine up there on a hurry too - so that as he was leaving, I could hold an arm out to block his passage and allow myself to take my original place. Ah, the little man was pissed! At the very bottom near the trains, he was staring the hell out of me with a huge frown. I did a double take, then made my own frown, and asked him if he had a problem. The delusional fellow straightened up and started minding his own business!
yes, and i always feel bad about it afterwards. they have no awareness that they were staring, so your reaction is always seen as the initial impolite move. lose-lose situation
I just ignore it... it's annoying but... they don't really understand what they are doing. If you glance back at them they usually look away with embarrassment.
Like Coin says, it usually ends up in a lose-lose situation.

You could make a snapshot of his/her face and show it to them.
I wish I had thought of this when I first arrived; it would've made for an excellent photo album on QQ!

This can be improved a bit - If you want to show the idiot their own picture, you can do such and generously shout "这才是一个傻逼的眼光!" This sentence seems to achieve the meaning of saying that they have a stupid look on their face. That is quite confrontational though, so probably good not to say this unless you're anticipating some action.
You could make the comment to to have more of a dispersal effect if you're being targeted by multiple idiots - 原来傻逼用傻逼的眼光看人! This is also a bit inciting, it's a bit wordy and not some kind of a fixed insult. I made it up and I'm not sure how it would be received. If you can really roll stuff off you tongue with good speed and pronunciation, and are getting away from the crowd, you could probably shout something like this?
You could simply complain to yourself aloud, which is what most Chinese do in social situations where they want to be heard but to do it less confrontational. 干嘛，难道都没见过一个外国人吗 This is quite acceptable to do and I'd recommend this way to complain about those imbeciles.
Perhaps a little joking yet sarcastic tone could also do the trick without calling anybody a Sha Bi (Which is never a good idea unless you wanna piss somebody off) 干嘛盯着我看，是我长得太帅了吗 I also prefer this type of approach, most simply because it exposes everybody without inciting too much anger. You can do it jokingly or with an annoyed tone, so it's flexible.
If you just wanna straight up piss a guy off though, you could just start using the impolite word 屌. Perhaps "你可以不要那么屌吗“ 屌得一逼！ That's gonna turn into a tussle for sure!
I'm not well versed with insults, so I intend these to be basic insights that others may improve upon.
Raise an eyelid and do a pout as you lower your eyes towards the gonad area.

Yep. Every day, nearly. China has taught me how to stare down even the "toughest" Zhongguo redneck. I come from a hometown where giving someone the wrong look or staring without smiling can easily end up in a fight, so it took a bit of getting used to.
Yes, there was a guy in local market, maybe a little mental. Would stare him down to send him away. He did not expect it.
