It will depend on who is your provider.  If China Mobile, you dial 12593001, then continue together (no space) with area code and phone number.  It may take a few seconds to connect, but eventually you will hear the ringing and someone will answer.  Calls are charged at less than 1 Rmb per minute of talking.

If Telecom and Unicom I have no idea of sequence, since I do not use them.

i think you can also buy a phone card its much cheaper
