I'm particularly interested in DETAILED comments regarding Shangqiu city and Shangqiu Normal University. (Pros and cons please.)

If you only want detailed accounts of those two cities then be prepared to wait a while. But I can offer some advice anyways on Henan in general.
Its shit. Dont go there. ( short version )
1: Its super dirty. Everything is grey. Everywhere. The roads, the weather, their hearts... ok i just made that last part up but ask 100 chinese about Henan people and 99 will frown and tell you they are bad news. Arguably the worst reputation in China,
Its under-developed. Creature comforts are going to be hard to find. And youll be settling for anything. Other foreigners will be harder to find and normal ones nonexistent. So I hope you like quiet time.
Your salary will be low. Things will be cheap in price but also in quality. They dont make anything well in including food and women. Have you ever seen a Henan restaurant where you are now? Theres a reason.
Henan people are notorious for cheating and scamming. Whether its true or not remains up for grabs but teachers get screwed over enough, so willfully going to a place where it might be worse???? Not my bag.
The only reason one would go there and enjoy it is if they are crazy about Chinese culture. Luoyang is an old capital city with lots to do, and Henan was kind of a center for chinese culture, so your gonna see cool old shit everywhere.

Oh I forgot 2 things,
1: The weather sucks major ass, cold as balls, and super dry all year round. Think about how many people bitch about Beijings air and weather and then picture Henan hundreds or thousands of KM's ( its big) further from the ocean.
2: Its huge. Transportation sucks so getting out for weekends and holidays is much more expensive and much more of a hassle. Your gonna feel trapped.

Hi Mike. Thanks for the comments. Wow, doesn't sound too good. Actually, I only mentioned one city which I really wish that I knew more about as well as the university that I mentioned. Is the weather always that bad even in the Fall and Spring? I DO know about really cold weather as I used to live about one hour west of Harbin waaaay up in the Northeast. :( Dry weather is fine for me. I can't stand lots of rain and high humidity. Is it really that dirty and grey there? No blue and sunshiney days? Please reply ASAP.

You wont get lots of rain at all. Chances for clear skies but its pretty smoggy and grey. And dusty which makes everythibg grey on the ground. As i said,Henan is huge, so there is a chanace your place will be nicer but im assuming that the tradeoff will be that it will be far more underdeveloped than i made it seem.

Regarding your comment about the poor quality of things in Henan province, geez I guess that would be true in a lot of areas in China. ^^ * I'm curious as to which city you lived in there? * I do know that Shangqiu city is in the eastern part of the province. * Do you have any idea as to whether that's a nicer locale or..? Please reply ASAP.
