I don't think foreigners are allowed to enter the lottery!

But even if you are there is one big restriction - you need to have paid tax AND social insurance in Beijing for at least 5 years.

See the implementation section.

Hotwater:

The OP is after a Beijing plate! I'm happy with my Zhongshan plate. When I went to get a plate there they show 10 random sets of available numbers on a screen & they change every 5 seconds. If you see one that jumps out at you then you shout Ting! (Stop). I did this and my Chinese friend immediately pointed out ones that had an 8 in it whereas I spotted "my" plate immediately. It just jumped out at me, a magical combination of 2 letters and 2 pairs of numbers. The letters were the initials of my name. The two sets of numbers were soixante neuf (think about it!) and the answer to the ultimate question of life, the universe & everything! My Chinese friend couldn't figure out why I'd chosen, to him, a random set of letters and numbers whereas as to me they all had some silly significance. I knew my plate number by heart by the time I'd left the office!

Far and away, the best way to get a plate is to go to the dealership of the car you want to buy. They are the ones that need to know the loopholes to sell the cars.

They will do everything they can to help you and then you dont gotta do squat.

Yes a foreigner can get a license plate. Here is the link for Beijing to register into the lottery system: http://www.bjhjyd.gov.cn

The expat would need to meet the requirements to get submit. ie already been in China for more than one year. They would also need a fangwen visa, or residency or long term residency.

A: "... through ..."?  Only "through" comes to mind is "Shenzhen agent can connect you with an employer, who's authorized to hire waigouren ... and can sponsor Z visa." It's not like every 10th person you meet in Shenzhen's hood can sponsor work visa ...  The only way to change from student to labourer visa is just a regular way by: 1. Finding an employer, who'll apply for an Invitation letter; 2. Exit China and apply for Z visa in your home country's Chinese embassy; 3. Enter China in 30-days after Z visa was stamped into your travelling instrument ...As I am aware, you won't be able to switch to Working permit by remaining in China....,so make ready for a return to your home .... -- icnif77
