It depends. If it doesn't bother you that when you spit, saliva's ice cube hits the ground, you might like it.

Go there for at least six months, starting in October's Chinese State holidays, and running away from Heil in Spring.

It is impressive to see, how Chinese plow ice and snow off the roads. Construction digger loads snow and ice on the trucks, and all it's driven away from the road. That is very organized event with some 20 trucks on stand-by. Digger stops only when road is entirely cleaned.

 

I'd suggest area away from Harbin. Huachuan, some 6h by bus away is nice, small and wintry city.

Got to dress proper if staying outside for any time. If running from a car to a store or friends house, no big deal. Many can not understand why i dont wear longjohns. If you do once at your location you will roast. I am talking about -20f like weather. I am from Cleveland so near Canada but really, not that bad.

I say again.... anybody who comes to China and moves north of  latitude 30 degrees North is nuts. put Harbin on a vacation spot list, don't move there!!!

I love it...favorite city in China...I've actually lived 18 months in Suihua and 18 months in Harbin.  On the other hand, I try to be drunk so I don't feel the cold. Today was a cheerful -21 C when I walked to the grocery store.

We were thinking where could we go for our winter holiday and decided on Harbin mainly because it seemed like somewhere that's a bit different.  However the plane tickets were crazy expensive, like Y12,000 for the two of us from Karamay to Harbin.  So instead we bought tickets to Russia for just under Y6,000.  Even with the Y2800 for the visas we're way better off.  And that's mainly because we'll be out of China.

Btw...we've just had a week of -30 but some respite today with only -21.  Not that it's been a problem for me at all because after falling off my bike a couple of weeks ago I just stay home with my leg in the air and watch the tennis all day.
