Q: how this can affect my future application for PR in wuhan?

In what ways this can affect my future application for permanent PR in Wuhan if i change my residence to yiwu? 

Ii have been living in china since June 2006 i registered marriage with my Chinese wife in June 2008 in wuhan.i set up a representative office from July 2008 to July 2009. in zhejiang yiwu.From 2009 -2012 i opened an import and export company by my wife name in the same city (yiwu) . I have two kids (I paid 40000 rmb as a fine for my second kid, cause is not legal to have two kids in china . I bought a shop ,a car and a house by my wife's name, and for legal reason a house in my wife's father name in wuhan. . i am doing business in yiwu  city in china  . Because i am planing  to apply for permanent residence in 2013 so i successfully registered a partnership company with my wife ,90% for me (business license has been issued in yiwu in august 2012 ) , but at the last step issuing working permit card has been refused by authorities in yiwu city ,and don't allow me to buy a car by my name ,  the reason is that , i have a visiting relative residence in wuhan so in order to get working permit card or buy a car in Yiwu my residence should change to yiwu  and should be issued where i registered my company yiwu. so i bought other car in yiwu by my new company name. By the way i hold visiting relative residence for more than five  years now . please help....

Permanent PR are only issued to holders of employement PR that have been working for five years or more, among other requirements which may vary from province to province.

why you pay 40000rmb for a second kid instead give birth in your homecountry and let it have a usefull nationality?

If you are a foreigner (if you are) your Chinese wife is exempt from the one child policy, or is there something I am missing here?
