Did I just 'discover' u? I know CC well.
Just hit 'Contact Us' on Embassy's web link, and they'll reply with all requirements prompt.
If you are too moronic to work out to apply for a tourist visa to Australia then you are probably beyond help.
Try this...
Contact an Australian Embassy in Shanghai or Beijing.
Ask them about how you apply for a tourist visa.
Fill out the forms and pay the money.
The applicant needs about 40,000 RMB in the bank and an invitation letter from Australia helps a lot.
Get the visa.
Go to Australia.

For starters you are going to have to deposit about 40,000 rmb in her chinese bank account.
After they are sure she will return to China it is pretty straight forward. Tell her to go to the nearest Oz embassy, fill out the forms, pay some money....and unless there is something shifty in her background, she's good to go.
