Hi,
here's the situation: I need to renew my resident permit in July, the school I work for (which I don't trust at all) is not likely to apply for my FEC, I'm a teacher and I go through an agent, can the agency do it for me? or will I have to pay a visa agent which will cost me heaps!!! Last year it cost me about 20 000RMB for me and my husband to get that certificate.

Why are you still with that school then? I'd thought in a situation like that anyone would've left long ago. And 20,000 for an FEC? You been had, big time! It's not like that's the only school left in the town you're in.
The visa handling guy in your company must apply online for your renewal of FEC..in this process he has to upload all the required documents including your diplomas and C.V.. once it will be approved.. he has to go with hard copy of employment agreement between you and your employer to submit the same to FEC issuing authorities.. only after that they will put renewal seal.. no other can do ..only your employer can do.. (This is how renewal of FEC works in legitimate way)
If you don't trust your School, you should find another School, which will extend your Residence permit and FEC.
There is no cost for renewing FEC. School is obliged to extend your RP, and apply for new FEC, if you're employed legally. As volta above said, School can renew your FEC online.
Not that easy because I signed a contract with my agent who herself signed a contract with the school.
Contracts DO mean something where I com from so I'm kinda stuck since I'mnot by myself but I'm with husband and 7 month-old baby.

1. Find one (or more) article on the Contract, your employer doesn't respect, i.e. ' late salary', 'apartment not suitable for living (no TV or kitchen)', 'required to work more hours than per Contract', and so on;
2. Find new employer (RP sponsor);
3. Give Resignation notice to the School. Make 2 copies.
If possible, try to respect Resignation notice (usually 30 days) from the Contract, unless cause for quitting require immediate termination.
4. Visit SAFEA in the city with copy of RN. It is the same office, where you got Foreign Expert Certificate. Usually, big Gov. building with loads of flags outside. Other name is Foreign Expert Bureau. If you are in the smaller city, you might need translator for interview at SAFEA.
SAFEA will help you further in process of changing employer, and keep your RP intact.
For new employer, you'll need FEC Cancelation certificate and Release letter.
SAFEA will talk to your School, so advice is your record at School is good. If School has complains on your work (late or miss classes, drunk,...) I'm not sure about outcome.

And yes I'm employed legally but how do you actually oblige them to apply for your FEC and extend your RP, especially if they know you're not gonna stay?

20k sounds like bribe money. So clearly you are not working legally. But you are legalish because you have gotten the appropriate visa. But here is the problem, did they forge any documents or info for your application? If so, you are screwed if you try to find a job without having to pay bribe money. A legal legit school will take care of the visa and fec, and incur the expenses.
Why on earth would anyone pay 20k?
Find a legit school. Pray that your info with the FEC or PSB has not been mucked up.

Contact SAFEA with your Q! However, I'm not sure SAFEA will cover you, because you were mislead by School.
1. Find another employer, which can sponsor Z!
2. You must exit China, and get Z in your home country, or HK (if you're lucky!)
There is no way around this, if you want to comply with Chinese laws. I'm assuming, you have Business visa (used to be F). Tell your employer loud, you're not happy because of wrong visa, and if he (agent) can place you to different School with Z.
You aren't bound by Contract you signed! It is not valid, because you're working (receiving salary) with other than Z, and you can move to another School tomorrow!

Are you that dumb? Seriously, read what you wrote. I have an idea, go back to your home country, go back to school, get a degree, learn English, apply to schools that can employ FTs and do it the right way you moron.
You working at those schools and paying bribes to work here has to do with one thing, the fact that you do not have the necessary qualifications.
If you do not have the necessary qualifications and try to work here illegally, you deserve what you get .

Well, the others, I didn't ask about how stupid I am but actually for help. You'd be surprised to know how many foreigners are screwed every year.
Did you just say your school is not licensed to hire FT's?
In which case, no, you are not working legally and need to find another route.

I've working in China for probably longer than you and the fact that your only answer is an insult shows how small your brain is.
My question originally was not actually about the RP but on how to get a FEC, thanks for reading next time.
