Q: How come the goal post moved ?
There are 5 countries that have legal nuclear weapons.
1 USA
2 RUSSIA
3 CHINA
4 FRANCE
5 UNITED KINGDOM.
Then there are now 4 countries that possess non legal nuclear weapons
1 DPRK
2 INDIA
3 PAKISTAN
4 ISRAEL
So my question is. ..why didn't we stop the others beforehand?

No such thing as 'legal nuclear weapons' , iit's more accepted by western powers and not. Countries that have unstable leaders that openly threaten other countries are seen as unacceptable . Although I believe countries should do whatever they want as far as having nukes I do understand the policy to limit nukes because they're so destructive
