Andy Lau does it, Jackie Chan does it; can you imagine Bruce Lee crooning? How wrong is this? How do talented film-stars get away with being mediocre singers?

US Stars used to do it all the time. Have you heard William Shatner sing "Rocket Man" or Lenord Nimoy sing "Lucy & the Sky of Diamonds"?

In the USA, they do it the other way round. it's singers who become mediocre actors. But the result is the same.
Britney Spears, Justin Timberlake, Beyonce, Ice Cube, Rihanna, Tim McGraw, Ludacris.
They are just there to make extra money, just like those actresses selling perfume with their name on.
But there were still some that made the shift and became successful, like Mark Wahlberg, Mei Lanfang, Faye Wang, Jennifer Hudson, Will Smith

In regard to your question - I was talking to a former Hong Kong movie producer who I chanced upon in a Cantonese restaurant in Beijing (Hengshan Hui) who told me that the HK entertainment circle is basically run by gangsters (I'm sure this isn't surprising) and the stars are often blackmailed into doing various projects to make money for the industry. Obviously Chan and Lau and at the top of the pile and can pretty much do want they want to do regardless of their talent; thus is their pulling power. Also Chan has considerable Beijing government connections and is often used as a tool to promote the party so you often see him show up whenever there's a good ol' fashioned round of patriotism (ahem) on the cards.
