I'm not asking for myself - as if my Chinese was that good hahaha! - no, but my friend wants to know. Is there some kind of forum or translation agency you can register at to get assignments here in China? My friend's Chinese is excellent and would honestly do a fantastic job. Oh from Chinese to English by the way!

First you need to make the distinction between translating and interpreting: translating being the transcription of written documents into a different language, and interpreting being the oral process.
I would suggest first joining a website like the one below (see link) or finding similar groups on something like LinkedIn or even facebook.
There are probably Chinese equivalents out there but none that I'm immediately aware of. You could do a quick baidu search for 翻译 or 口译, and see what comes up.
Finally, a generous sprinkling of 'guanxi' wouldn't go amiss!
I'm personally aware of one good agency for translating and interpreting to and from many languages, revolving around Chinese (mostly). They will test your friend before they offer any work, but are fair-minded and quite concerned about maintaining their position in the industry. Such work is universally done INTO your native tongue (L1), by the way. Website www.InterpretingChina.com
