What is it that the Chinese do to correct bad behavior? They shame the offender publicly. This is only a mild infraction, to the penalty should also be mild. First I correct their English. I say, "no 'no why.' Say 'no reason.'" After they say "no reason" I make the student touch the nearest wall then return to his or her seat. Then I ask them the question again. If they still say, "no why" the process repeats itself. Sometimes it takes a few iterations, but they eventual get that the best path is the one of least resistance. Usually, its some sort of circular logic, but its better than "no why." It's gotten to the point where whenever a student says "no why" the rest of the class yells out "no reason!" and whenever a student says "no reason" the rest of the class yells out "touch the wall." Its surprisingly affective with high school kids.
When my students tell me this, I respond, "There is always a 'why.' Now, 'fess up!"
I give up. If I'm talking to someone, maybe about my Gf, every once in a while I hear ''who''. It's like they don't have any attention span.
