Q: How do you tell, or how is a city rated tier 1, tier 2... tier 3?
I keep reading about tier 1 and tier 2 cities. I think I saw tier 3 once. What are they? What makes them tier 1 or tier 2? How are they rated, and who rates them? How many tiers are there?

it is very unofficial based on how developed the city is, beijing, shanghai , guangzhou, shenzhen are first tier. some would argue only shanghai and beijing are first tier. but 2nd is really where you have arguements wuhan, nanjing, suzhou, chengdu, shenyang, dalian etc.
so basically it is unofficial ranking based on population and development
Really?!?! I thought it was done based on I.Q!?! My bad! It's based on "modern" facilities and conveniences and money, the rich modern cities #1, it goes down from there...

The Chinese tiered city system is characterized by the city economy scale and population size with Shanghai topping the China’s city population chart at 14 million, followed by Beijing and Guangzhou with 12 million and 8 million in 2007 respectively. These large cities, fuelled by own domestic demand and consumption provided the platform for improved living standards, better business and job opportunities and an international showcase to the rest of the world. However, these cities now faced a population ceiling challenge with stiff business competition which may reduce high exponential growth that was seen in the past.
