Q: How does a foreigner get the necessary documents to go to Xizang when already living in China?

All the website are for people coming here.  What if you are already here?

I thought only mainlanders called Tibet "Xizang".

 

Anyway:

 

You need a travel permit to enter Tibet. To get the travel permit you must be part of a tour group (though once inside Tibet you can go your own way).

 

The easiest way is through any popular youth hostel in Chengdu (find a well-reviewed one on hostelworld.com). Hostels can usually put together a group of foreigners wishing to go to Tibet, and arrange the travel permit. This can take up to a week, but Chengdu is a nice place.

 

Tibet is intermittently closed to foreigners because of civil unrest, which is very embarrassing for Tibet's liberators, the CCP. Understandably, they don't want photos of happy, liberated Tibetans self-immolating to get into the foreign media. Before you go to Chengdu you can call a hostel and ask whether they will be able to arrange a travel permit.
