Never really understood how these people make money... they call, they let it ring once then hang up, hoping you call back... then what?

It's a machine that calls. And for the price of a team of telemarketers, about the same number of people hear the message they are trying to sell.
You lose one rmb if you pickup or call back, this rmb goes into an account, multiply and you'll find it's a pretty good gig. Also, sometimes you'll call back and it's a recording about China's bad government and corruption, speaks about the Chinese needing to rise up again against it's politics
They call you hang up and they expect you to call back. After you call back it's hook line and sinker from there and they just caught you and a little fee goes along with that. It is cruel but that's the reality of this scam! People out for their own benefit and not of yours.
Phone scams are tricks employed to steal your money done through a phone call. The most prevalent phone scams are: the lottery scam where scam artists tell the victim about winning the lottery but has to pay a processing fee to claim the prize; the grandparent scam where scam artists post as a grandchild in an emergency and ask for money; the hotel guest scam where scam artists call a hotel guest in the middle of the might and ask for the victim's credit card details because the hotel's computer supposedly crashed and data were lost; and the Medicare scam where scam artists tell the victim about getting a new ID but has to verify identity first by providing personal information over the phone. And aside from these, there's definitely a lot more.
This is why the government never cease to remind everybody to be cautious about anonymous calls and never to provide personal information to strangers. Scam artists are everywhere. We can never be too careful.
