Q: How Exactly the Visa Grading System Works?

Can someone please explain how exactly the grading system woks? Who grades foreigners in China? Are there any automatic grading simulations software for this system, if yes, can you please share links to it? Has anybody has gone through it, if yes, then how did it go?
