Can we take the exam in English?

If you have a valid foreign driving license then all you need to take is the written part of the test here. I know it comes in Chinese, English, Japanese, and possibly Korean.

The ONLY country in the world that China has an agreement regarding drivers licenses is Belgium.
Method 1
Step one: Get a premanent residence permit for Belgium
Step two: Get a drivers license in Belgium
Step three: Go to China and convert it to a Chinese license
Method 2
Step one: Do the paperwork needed for registering at the driving school, a health check is required
Step two: Practice online http://kaoshi.jxedt.com/10034/ Not sure this test is current, if you use Google Chrome's translate feature you will get the same quality of English as the English version of the test is in
Step three: Go take the test and get your license
Method 1 could very well be the easier, I find the English test difficult. The theory is easy, but some of the translations of the multiple choice questions means that it ends up at just being guessing.
Also, it's worth doing some math. The cheapest car you can get in China is probably something like the QQ or the BYD F0, I think they are in the 30-50.000RMB range. That is a lot of taxi you can use for that, and one of those cars would be down to maybe 500RMB in value after a couple of years of moderate use. Remember to factor in insurance (mandatory), gas (also mandatory) and service (optional, but could be highly needed for Chinese cars)
If you have a valid driving license from a 'western' nation then you don't need to take a practical driving test. You just need to take a written test which can usually be taken in any of the major languages, but this varies from province to province. Check with your local Police where you can apply and at the application point check what languages they allow. Everyone must take the car test then there are extra questions if you want motorbike (petrol / gas) and lorry / truck (as long as your native license has those categories).
The test is not easy but with study is nothing like impossible, I studied for 6 months and got 95% first time. Get the latest test questions (and answers) online. Cost for the test circa 200RMB.
