The easy and obvious answer is to become a full time student in a Chinese university though some Chinese language schools can also get you one.  A lot of Chinese universities have Chinese language programs for foreigners, check into them or you can study for a degree as a foreigner in some universities.  If you enroll and pay tuition the school will or should help with all necessary paperwork.

Agree with pbrown. Depending on how good the school is, you pay the tuition for one semester and the school does the rest. I've heard some people around RMB 6000 for the tuition.
