If you have a degree from a native English speaking country you can, otherwise no, or not legally at least.

There's always the chance you'll find a place that can work around the law but it's becoming a lot harder to do that.

Can I give lessons in Russian despite I cannot correctly write  in Russian?

I mean, I'll just speak Ruski and teach ...

P.S.

I won't take 'No' for an answer!

'Yes' or I'll dial my mom ... surprise

The loophole now is hiring nonnatives as administration managers or some other title within the school. It still technically illegal...but that seems to be one way to get a work visa at a school.

It might be difficult to get a legal job teaching English at this time. Are you a DJ or a model?

Stay in Russia and learn to speak and write English first. There are more than enough Russkies in China who are teaching broken English.
