I come from india,I want to learn Chinese in order to known more and more Chinese culture. who can tell me some message about foreigner learn Chinese

You can study the language a couple of hours everyday and use what you learned as much as possible.
Chinesepod is a good source (and sometimes free depending on where you download the source). Of course most major universites will have Chinese classes for foreigners. But on of the best ways is to go out and use it. Find you a cute little lady to help encourage you to practice.
