Q: how to make some foreign friends
I want to make somes foreign friends to talk english or madarin,so we can learn from each other.
is anybody in binjiang district?

Go to the first foreigner you see and say 'helloooooo' in a loud voice.
follow this with:
'will you be my friend?'
and
'can i have your phone number'
you can throw in a 'you can trust me' if you like.
for the best results, follow a foreign woman at night and repeat the steps above if she is alone.

you can make friends on wechat or QQ ....these days many foreigners are coming in different provinces to study ....you can make frineds on others social sites also but i guess only few will be interested in learning mandarin,but those who live here want to learn more n thinks it's beneficial to make chinese friends

I agree that my answer was somewhat sarcastic - have a thumb-up, but a PM i just got from the OP has made me suspect that the OP is nothing but a troll.
Chinese people need to realise that non-Chinese people are not some kind of exotic animal that is treated different from Chinese people.
How do you meet non Chinese people?
Step out of your room and go to where people congregate like a tourist site - it is summer time, there are thousands of non-Chinese tourists in China.

Unless the previous comments didn't make it clear, foreigners are opposed to the Chinese concept of making friends. My Chinese wife tells me: "If someone wants to be your friend in China, they have a reason. They want something from you."
I guess that much is also true for many western friendships, but not quite as utilistic as the Chinese way. I've had women approach my wife, who in turn pressures me to introduce foreign men to the woman, because she wants to date a foreigner. The women don't speak any English, have no idea how a relationship will work practically, but just irrationally decide that dating a foreigner is what they want. Whimsical consumption, where the foreigner is the service provider and she is the (wealthy) consumer who expects to have consumer rights but no obligations.
Westerners view friendships as something that should evolve naturally through shared interests and similar personalities. Of course, broadening your circle of friends has self-serving advantages, but don't bombard us with the direct personal gain you expect from us.
In your case, you want to practice English. By Chinese standards, this a perfectly honest reason to seek friendship. A lot of foreigners here work as teachers, getting paid by unfriendly Chinese for their efforts. You don't even want to pay, and you think you can be friends? Think again. Practicing English is a time-intensive process, and you insult foreigners by deeming our free time less important than yours. You tell us we should spend OUR time teaching you English for free, out of "friendship", we show utmost restraint by not punching you in your arrogant face.

What you are looking for is a language partner, not a friend. Language practice or language exchange is business and it requires payment in some way. You can offer money or help the "Foreigner" to practice his Chinese, but you can't expect anyone to spend hours correcting your English with no returns on the time invested.
A friendship must be built upon time, it can happen for various reasons, maybe we have interests in common, maybe we simply like to spend time together, other reasons. But it can not be based on self-interest and personal gains (e.g. learn/practice English).
True friendship requires selflessness from both parts, any quest for personal gain can be classified as a business transaction and you must offer something in exchange.
