There are different scales. The more you earn the higher % tax you pay.

It depends on your level on income, the location and he job you are doing. If it's a job in high tech stuffs, you might pay less taxes, for example.
To give you an example : R&D in bio tech, in Suzhou, in a startup, I was paid 23K RMB/months + perks like accomodation. I was taxed on the 23K only : 3.5K of income tax.

Documented accommodation benefits are exempt from income tax, regardless.

Furthermore, mind that there's social welfare to be paid, part at employee charge and part at employer's charge, but for foreigners, not all the provinces implemented it.
For foreigners, quite often nothing... well, ok, they take the money OUT of your salary, and they call it 'tax', but quite often the tax department will never see a single mao of it!

True. You should have seen the face of one ex-employer when I asked him for tax receipts. I was on Z-visa yet he never paid a single jiao to the tax office, this until I asked for the receipt, we went together and I made sure he paid what was due because I didn't want this to impact my future visa applications.
