I read I must provide a health certificate, a vacination certificate, a copy of my house lease stating that i can have a dog,a copy of my passport, i think a photo of my dog,then go to the police station with all this and pay 1000Y. I think if you are Chinese then none of these apply.

Where are you in China? There are different rules for each city. Shanghai's laws are different than Beijing, etc.
