Anything short of convincing the masses to change their opinion is just a drop in the ocean. Even if every person reading this site does everything humanly possible to save electricity, it wouldn't even make a dent in the readouts for the country. So unless you can convince CCTV make programs to educate the people, you're basically trying to bail out a sinking ship with a tea spoon.
I see many of the people that I know actively trying to conserve both power and water. It has nothing to do with the environment they are just quite frugal when it comes to some things even though they can afford some of the good things in life. They use low voltage globes, turn off the power when not in use, do not use air conditioning in summer, save the washing water to flush the toilet, turn the shower off while soaping up etc.
On an environmental note, just another small step, but the government (or someone) organised workers who just arrived the other day and started covering the outside of our older appartment block and all the others in the area with 40mm styrofoam and then render over the top. Small step to conserve heating and cooling energy but a step at least. The workers were amazing with the speed they did the job working from dawn till dusk and very efficiently albeit with relatively primative equipment
Turn off all the lights you are not using. Adopt the power-saving products. Develop and research the new way to create the power. Personally, I think every effort counts.
