I presume that you want to know about the layout of a Chinese letter. I don't think the same rules of including both the recipient and your address at the top of the letter applies in China. I think it's fine to not include an address and start off with the greeting. Something like 尊敬的 [insert name], 您好: is good.
When signing off, write something like 祝好 or 敬礼 if you want to be extra polite.
