Q: How's it supposed to go when changing jobs now?

Law says school has 30 days after final working day to give you your reference release  docs. But your visa typically expires right after your last working day. Now add a new stricter requirement de,anding that your visa renewal start at least 30 days before it expires. 

 

I hate how China sets things up to screw the foreigner

Your first line is an old Labour law requirement. I heard first time about that around 2011/12 from Dalian SAFEA.

 

Last year, I asked School for Release letter some 40 days before Contract expiration, and boss replied: 

'You will get RL after you'll return apartment in order!'

 

I had request from the new employer to see RL.

I am not sure. You could dial them and see what they're saying. I mostly relied  on SAFEA for answers and help.

 

That regulation was/is School's obligation, so who knows ....
