I am leaving my current school after 2 years there and now they are asking for me to return my FEC once I have a new school. I have been told this isn't allowed as it is mine. They are threatening to withhold a portion of my last pay packet until it is returned. Any advice?

i needed a copy of my FEC when i was changing schools. Make an electronic copy of it.
Actually the FEC is their property, it must be cancelled in order for you to transfer schools. No worries, make a copy, if you read the FEC statement, it says that all FEC's must be returned before exiting China.
It must be returned to the employer. They cannot withhold part of your pay, but under the new visa laws, they can make things very hard for you, by making complaint against you. Just give it back to them.
