I've tried "Boratting" the locals, i.e. "wo xihuan Ni. Ni xihuan would ma?" For all the weirdos that still stare and complete strangers that want to take pictures with me one would think I'd get more positive responses.

They just see the laowai as an entertaining monkey, they don't really want anything to do with you beyond superficial aspects. They will take you out to dinners and show you to their friends, but don't push it, they aren't your friend, if they can't use you to gain face or money, then they will be silent until they need you again.
Introduce yourself by first telling something about yourself, such as your occupation, hobbies, travel experiences....etc. is a good way to make friends.
