That is an incredibly vague question.  With more details I might be able to give you some advice, but it would require much more information.

After 20+ years of working in the .com industry, you would be amazed how many business plans I have seen that look almost exactly like that.

i'll give free advice, dont start a business here. you need to have a local partner. your local partner can force you out at anytime. and dont think contracts or the courts will help you. you automatically will lose in court because you are a foreigner.

Xpat.John:

I have started several companies here. You don't need a local partner at all in most industries. There is something called a WOFE (Wholly Owned Foreign Enterprise) that allows you to do business without a Chinese partner. Doing business in China IS unlike any other country I have seen. :) That is what makes it interesting.

Hong Kong! Establish it there! Hong Kong does not tax the company for any business not conducted in HK.

But be careful, if you are from the US. The US is checking HK up and down, backwards and forwards now for undeclared companies owned by  US people.

I always liked the Cayman islands too, small islands with nothing but banks and hotels! They have mere useage (consumption taxes). But like HK, under intense scrutiny now.

As for me, its less headache to have a corp in the US and pay the freaking tax. Smile

There are ways around all things. Consult an International tax attorney. Smile
