Q: I need to register with the PSB. Is the PSB same as the local police?
I just moved into an apartment in Changsha and need to register with the PSB. Is the PSB same as the police here, and can I register at any police station?

They are not the same. If you already have the proper visa or residence permit in your passport, then no need to register with the PSB. You just need to register with the local police department. They're likely to ask you for some documentation such as the rental contract and the rental property owner's identification card.
The reason's for visiting the PSB would be mainly for visa extensions or residence permit renewals.

You should register at the closest local Police Station nearest to your apartment. If by any chance they do not have the forms there, they will tell you to which Police Station to go next.
But if you are talking about registration of local address while in China by visitors, it is normally done at Police Stations, not at PSB Entry/Exit Bureau.
You will need to bring with you your passport, ID photos, the rental agreement of the apartment, a copy of the owner's ID and also the certificate of ownership of apartment. You will need also to copy the page of your passport where your personal information is shown, another of the page with the current Chinese visa,and a copy of the page with the last entry stamp to China.
Mine sometimes they do it in 20 minutes, sometimes must return next day, once it took them 5 days to get it done.

I will see if I can get all this info, so much hassle. I went today to one PSB but was sent to another on other side of the river. I will try again tomorrow (sigh)

If you don't speak near fluent Chinese this process will be considerably easier if you take a Chinese friend with you who can speak on your behalf. Some police out here aren't too keen on doing work and if you turn up with little or very poor Chinese, you will seem like hard work for them and so they'll tell you to go and get something else (which will take you past their shift change).
