Not a bad idea, it might even work.

 

But, if you're going to drop 25 million smart phones over NK, why would you choose the most expensive brand on the market? Maybe the guy has shares in Apple.

It could work, but they would need to be phones that would survive the drop, and we all know that iPhones are more fragile than eggs. 

 

The US military has done similar things in the past with radios.

It wont work.

The regime just has to say they are cluster bombs, or mines disguised as phones. That is not an unkown tactic.

And anyone caught with one switched on would maybe be shot.

Diplomacy is the answer. Offer a deal.

Great idea, with Chinese characteristics. Given the massive lack of electricity in most of The DPRK, where would they charge their phones? Given it's such a mountainous country, how would they get a reliable signal? Better to drop the currency equivalent in local cash.

1970's era Playboy magazines.  Make them wanna be Western in a split-second!  In every magazine puts some notes instructing them in the fine art of popular uprising.  Explain how the guy who pops Fatty is gonna be a hell of a hero, and if he/she survives and can prove they were instrumental the CIA will show their appreciation by slidin' them a cool mil !
