Not legally. I wouldn't recommend working illegally myself... not just for the legal aspect, but also you're at complete mercy of your employer. You have zero protection against them withholding your salary or terminating your employment without any notice. Hell, they could report you as being there illegally, and get a reward.... It's simply not worth the risk (since you could go to another Asian country with less restrictions)
However, why focus on teaching? You can get jobs with schools as a DOS, or other administrative positions until you become qualified to teach. There are plenty of non-teaching jobs in China. You just have to search a bit harder because they're not begging for people the way the recruiters are for english teaching.
Difficult, but not impossible ...
If you hold degree completed in one of the Big-5-English countries (UK, Canada, USA, Australia, New Zealand, S. Africa-maybe!) then School in China should accept your application and start with the process of getting your Working permit approved.
However, most of the school's managers in China aren't aware of that possibility, so they'll most likely take easy way out and tell you 'no'.
Never mind! Keep sending your CV until you don't get an interview invitation and eventually contract.

Of courde you can get a job in China as an English teacher!
Someone will make sure you get the job.
You might even be able to get a forged work visa.
But Even if you don't; have no fear,
you'll get a job. Just not legally. 
Very easy. Just show up on any visa and apply for jobs. Most of the teachers here are none natives on nonwork visas anyway. You will blend right in.

I still wonder how do they make it, I mean the employers, that by the time of the police interview, everything seems to be totally legal. How on Earth does the employer turn this process into charade of legality appication process? Then, how on Earth does the police interviewing for the visa, misses the right questions to aski in order to prevent the ordeal of finding out that the Visa is a fake one? In line with this worst case scenario, many other questions come ensuite.

Yeah, I don't know about the whole fake visa thing. I heard about it..but I don't know how they get away with it. What I don't understand is the whole nonnative thing. Most nonnatives English teachers I'm sure don't have a degree from a native speaking country...I'm sure some do...but I'm guessing the vast majority don't. Yet they seem to have no problem finding work anywhere. I'm in a few job searching wechat groups and I would say 90% of the post have a wage for natives and nonnatives.... and most say work visa is optional. So china cant be cracking down on it too hard. And most of the jobs are in major tier 1 city....I don't think anything has changed...only the rhetoric has changed when it comes to English teachers... but the status quo remains in place from 10 years ago when it comes to hiring.
