The mentality has to change first before China has the chance be your super economy you're asking about.

That sort of thing takes a social change, I can't see that happening too soon, and I hope it doesn't.

It's like in America where sometimes suburbs grow faster than the infrastructure and roads. It makes for a pretty frustrating living experience. China's peasant mentality is not ready for the modern international city lifestyle. But wait a couple of decades... I have confidence in them.
