Q: if one persone is blacklist, how much time he needs to wait for his name be cleaned-up?
i had a friend who was studying in china for 2 years. he missed school a lot and the school kicked him out. also they cancel his student visa. one year after he came back again for apply to a new school. when he went to the inmigration office they said that he had a punishment under his name, because he broke the law .
his name will be cleaned -up? how much time he needs to wait? he can do another kind of visa, L. Z ???

honestly, he/she is wasting their time in China. Depends which country is he/she from, and the study discipline they are in, But if they are in bachelors, the rest of the world doesnt recognise the chinese degree unless its from fudan or tsinghua. and that too doesnt have alot of international value.. and on top of that it will be next to impossible to find a job in the coming years in China, because of the way the economy looks. tell him/her to go somewhere worth it ...

people are just not as devious as i am, in america you change you legal name at the court for about 200 dollars and you get a new passport for 110 dollars and your problem is solved, maybe have to take a ged test in lieu of old grades under the other name.
people see problems and say 'what do i do', instead of great i get a new name and a new opportunity.
You haven't given many details, so it is not really possible to give an answer. What law was broken would be a good start. Also, what exclusion period, if any, was imposed?
