1= If a student comes to china on X visa can he change it to tourist visa here in inside china, is it possible to acquire residence for few months on that ?
2= how to get working visa right inside china if your first entry visa is X visa [student visa] ?
3= Can a chinese owner of a restaurant hires a foreigner chef, how he shall pocess the visa for it ?
4= after how many days the chinese visa department will take fine on your first entry visa if we do not apply for residence on time ?
need good suggestions on that please..... its serious question...... ? please

You can get a tourist visa after coming into the country, but only if it is still active. Once it's expired for a while, you're out of luck.
It's very difficult to get a work visa while staying in the country, and I doubt a restaurant will be able to hire you.
Allowing your visa to expire is against the law. There is no way you didn't know that. How would you like it if foreigners came to your country and let their visa expire? I'm sure your government wouldn't appreciate it either. There is no easy way out of this, no magic trick to save you. The sooner you turn yourself in, the better, because you may have a lesser penalty than if you wait. It's like removing a bandaid: it will hurt either way, but if you rip it off quickly, you won't suffer as much.
you forgot to mention the part about your visa being EXPIRED!
you cant get any visa any how any way if your visa has been expired for a long time.
look on the bright side at least here you wont get raped in jail

Who are you trying to fool?. Or are you really hoping for a "magical" answer ?
1.- Once and if you manage to get the visa type changed, you can stay as many days as granted on new visa. Resident permits are normally not granted to "L" visa holders unless they marry a local person. Do not confuse an extension to the number of days you can stay with a residence permit, two different animals....
2.- To get a visa changed from X to "Z" type INSIDE China, you must have the proper "guangxi" and bribe money. Otherwise, by Law in China, visas are only granted at Embassies and Consulates abroad, and permits are done by PSB Exit/Entry Offices within China. Some PSB at port of entry locations can issue visas. And that is in general, with proper friends at right places, and money to spare, reality could be different.
3.- A Chinese owner of a restaurant can hire a foreign chef if he can prove to the Board that no chinese national can cook the dishes served at the restaurant he owns, and thus qualify to hire a foreigner. An uphill fight, worse than the Rough Riders charge led by T Roosevelt up the San Juan Hill.
4.- The fine is 500 Rmb per day, up to 5,000 Rmb total maximum, plus other things too, from one second after your visa expires.
