1) what would be his origin story?

2) What kind of superpowers and weaknesses would he have?

1) origin story... lived next to a nuclear power plant and ate some bad tofu.

2) super powers... could smoke faster than an average Chinese man... stare harder than a rude taxi driver... cheat you from you money in an ingenious new way.  weaknesses... values, morals, consciences, law...

3) people with more guanxi.

Ambivalent Metrosexual Being! Of course! It would be everything and nothing to everyone and no one at the same time! Its weaknesses would be chronic indecision based on the overwhelming love of everything Japanese while purporting to hate the Japanese. It will carry a murse, a pink floruescent Hello Kitty sunbrella and attempt to pass itself off as a male. It's archnemises would be logic, common sense and good taste. In the end, it could never e defeated because it just doesn't care, anyway.

Origin story : he looked tame enough to all the Politburo, so they gave him The Chair

Superpower : can summon commities and make laws

Weakness : the commities and the laws are either useless, either effective but very disruptive

I was thinking more of a "Kickass" style vigilante type hero, in that case, his name would be Bullsh*t.

 

mmmmm now that I'm thinking Superman style, in that case, his name would be Captain Bullsh*t.

Could it be Monkey King?

Well he is not a human. But he was 100% created by a Chinese novelist. 

1) Origin story: storm born out of a rock, immortal because a rock can't die. challenged the heaven palace and the hypocritical emperors and gods there, finally captured by the Rulai Big Buddha. After 500 years of being buried under mountains, he was given the opportunity to escort Monk Tang to the west(where buddha rulai was supposedly living in) to get the Buddhist bibles, to bring salvation to the folks living in this eastern land. Monkey King and his shifu went through great difficulties, brave and righteous. Their team finally made it and brought buddhist bibles back. Monk Tang and Monkey King became Buddhas too. 

 

2) Superpower: fast fly with a piece of cloud, 49,000km within a blink; 72 kinds of transformations; 3 special body hair given by the Goddess of Mercy that can be greatly helpful when situations become critical;  can't be killed because he was born out of a rock; look-through eyes that can tell a demon's transformations; has a magic iron needle that can be any size as he wishes;

 

3) archnemesis: corrupted and bureaucratic heaven palace (which is a reflection of how things work on the earth), demons and monsters with guanxi and want to eat Monk Tang.
