I'm wondering if there are any problems with charging for private lessons to pad your university salary. Would such a thing be legal,would the University care, and how much do people usually charge?

It is illlegal. They may or may not care, but if you go ahead and do it, know the risks involved, and the fewer people who know that you are doing it the better.
keep your mouth shut. and that includes to other foreigners. some foreigners are worse than chinese and they will casually let it slip when talking to the higher ups.

I completely agree with this statement. I haven't ever taught here myself (illegally or legally), but I have discovered that I'm often too forthcoming with other people about things they probably shouldn't know here. When it doubt, it's best to be super vague, or just not say anything at all.
A friend of mine teaches English in an university in Guangzhou, it says on the contract that he shouldn't teach any private lessons; ironically, his Chinese colleagues ask him to teach two high school students and let him use the classroom in that university...
If you ever want to do that, don't tell anyone.
