Q: If you think your landlord is abusing your rights as a renter, where should I look for help?

the question states my ordeal. Help!

Not only did he jack up the rent a few times but he asked for an even bigger cash advance (1 year).
I would like to report him to some sort of authority?
What can i do?

Stare at the landlord right in the eyes. Lower your eyebrows and say in a very deep voice : "I think you think I have moar money than I have so I think you think you can take advantage." He will look confused and you have to take advantage of that opening.

follow up by "I don't need a one year advance" while making a hand motion from left to right. Then you say "I will not falter to your trickery. I give you 3 months advance, no less".

It works everytime, your time to try!

At moment there is no law or regulation related to the maximum rental increase in many Chinese cities but there have been discussions about this and possibly local regulation soon. The landlord can ask for an advance payment of 3 months, 6 months or even 12 months if it is stated in the rental agreement. Nothing forbida landlord from imposing this requirement when he/she rents apt. to some one. What you can do is probably to leave the apt. and find another one.

From my experience, the situation is the following:
if you rent your appartment with the help of a rental agency, it should be stated in the contract how many months deposit you should give at the agreement (usually 3 months) and how much deposit for the furnitures (usually 1 month).
The contract should also states the renting conditions and naturally the situation where the landlord wants to increase the rental fees.
If you sign a one year contract, the landlord is not authorized to increase the rental fees.
When you renew the contract, one month prior the renewal, the landlord and you must agree on the new terms of the leasing agreement (no deposit is requested) : rental fees, duration, etc.
Our landlord also increased three times the rental fees, but as we have a written agreement, it is only once a year, when renewing the contract. If the rise is acceptable, we agree; if not, we bargain.
If you want to piss off your current landlord, try to know if he is paying the property taxes. If not, go to denounce him at the local police station. As a foreigner, your landlord must be registered in order to rent the apartment, if he isn't, then he is against the law, and they will come back to him to pay all the property taxes he hasn't paid.
Instead of going with a "revenge" face to the police station, try to use a "candid" face to say that a friend told you that a landlord must pay property taxes, and your landlord is not and you feel ashamed about it Laughing out loud Laughing out loud
