I would list the pros and cons then say that the rest is up to him or her. Right now, I wouldn't recommend working here but people are free to make their own choices.

Depends what type of person. If they are young and just looking for a life experience, then do it.  There will be up's and down's, but it will be a hell of a ride.

If it's a serious job or career, then probably not. Many things about working here really suck, and it's generally getting worse, not better. If there was hope that it will all be fine in the future then it would be a different matter.  But I don't have hope for things getting radically better, at least not any time soon.

non-English? you could make it work
ethnicity not Chinese or western? it will be tough.
wealthy businessman? best to stay away
married? not if you value your marriage.
female? hell no.
black? oh god no.
with children? then your kids are low priority it seems. they will suffer.
