Q: Invitation letter procedure

My school sent me invitation letter and working permit from two different cities. Is this normal or am I being scammed.

Take it to the Chinese embassy in your country. They will guide you.

They either wish to give you a choice of cities to work, or expect you to work at both by doing some traveling.  You better clear that up with your employer before proceding any further
