Purchasing must be a pretty desirable position if kick-backs are acceptable. I have heard that it is common but wonder if the community here can shed some light. I know in the West people who work in purchasing often get boxes of chocolate etc. at Christmas, but here in China I've heard they can often get cash from suppliers all year round.

I know it is (close to) impossible to sell anything without providing the kickbacks.
In Chinese business you always have 3 actors. Búyer, Seller and TADAAA, Middleman. The middleman must be rewarded for having introduced buyer and seller. I've been at business meetings where we found the buyer ourselves, did all the legwork, yet when it came to sitting down talking details, all of a sudden a "middleman" showed up.
I've also told a customer to go tell his boss he has failed to buy the best product in the market and he is now responsible for providing his organization with a second rate product. It worked, kickback fell off the table. (where I had actually hoped I wouldn't have to deal with this particular ass anymore)
It is often referred to as a rebation program in China. (I know it isn't a real word. This is China). It isn't just the purchasing agent, but also his superiors who share in the rebates. How else can a purchasing clerk own 3 homes and 6 cars? It drives me nuts, I will order something and weeks later they are still shopping around for the best kick back.
