Or are the visas difficult to get? And are there restrictions like you have to go in a group?

People with PRC passport are required to have a tourist visa. As far as I know there is no requirement to group travel. It's not as easy to go to Taiwan for a Chinese person as it is for a European. (in the spirit of maintaining the good atmosphere on the site I will not point out the obvious stupidity in that)
Mainlanders need a special travel permit. Taiwan, being an independent country, doesn't recognise the communist govenment's right to issue passports, so therefore doesn't recognise the passports at all.
Will add above to Travelers post:
People who hold a hukou of the 10 or so cities are able to go to Taiwan as independent tourists. This also goes to citizens who have been living in the pre-approved cities for a certain amount of time.
People not living in these cities will need to travel as part of a group to Taiwan.
Taiwan hasn't got this rule for its citizens but still need to get a separate permit to travel to the mainland as PRC do not recognize the passports issued by Taiwan.
