I have been in Shenzhen for 2 weeks, now approaching my third week, and can't get a job despite the fact that my native language is english. I applied to so many places it makes me dizzy. is it that hard to get a job in Shenzhen?

have you tried looking at the 'Jobs' section on echina? there seem to be plenty still being advertised.
well the semester already started so you are a bit late.
And only being native speaker is not a guranteed joboffer
Do you have a degree and experience?
Whats your salary expectation?
You should apply at Training centers in person. I guess, you could apply at Public Schools too, despite semester has already started.
You should have your BA and TEFL/CELTA certificate ready for Z visa/ Residence permit.
Open 'Jobs' page at Echinacities (top R side of the screen), change 'city' to Shenzhen, and start sending your CV daily to every job offer in Shenzhen.

It is not a good idea to already be in China and looking for a legal job. You leave yourself open to the very probable chance of being employed illegally by an unscrupulous employer - and there are many of them around.
