Q: is it justify don't help other people because you are afraid of being cheated?

I ask many locals why they don't help each other,  why if they see in the street traffic accidents, people bleeding, don't  care at all. They justify they are afraid of being cheated, do you think this is a logical answer? Would you help a person bleeding in the street at least call an ambulance?

Not sure to be honest.

The company bus picks me up every morning on a quadrant of a busy roundabout.

And as I stand there, watching the life defying apathy going on in front of me, I often wonder how I would react if some dude (or family)  on a bike was squashed under the wheels of a distant bound overloaded truck.

I would like to think I would rush forward with my first aid skills (and motorsports marshaling experience) to put my hard earned life saving skills to use.

But deep down, I know I would probably get on the bus shaking my head , saying to myself " What the feck was that stupid fecker trying to do? Feck me!!"

I don't know.  I have only seen the death and carnage as a passenger in a car. The driver has always gone around it.

I will give you a short version of what I saw happening, and why I will not get involved in China (elsewhere YES !).
I was riding my bike a few weeks ago, and in front of me was a Chinese man with a woman on one bike, and to his left, maybe about 1-1/2 meters away and slightly in front was a foreigner riding another bike. The Chinese fellow was not riding straight, he was waving sideways, it seemed he was using only one hand on the handlebar, and with the other was moving it all over the place. All of a sudden he turned left, and his rear view mirrow hiy the foreigner on his right arm near elbow, foreigner controlled bike and stopped, Chinese woman and man (and their bike) fell down.
Chinese man got up and started yelling and waving his arms and hands to foreigner. He got his phone out and called Traffic Police. I decided to stop and talk to foreigner (that was my mistake). Police came about 30 minutes later, and talked to the Chinese couple. When foreigner tried to talk, he was told to shut up (and so did I when I said I was a witness) and wait for a translator to arrive. That took another 45 minutes, and Traffic Police spoke with the Chinese couple all the time. Photos were taken of the foreigner scooter, my scooter, his passport and mine, visas and entry stamps.
When translator arrived, the foreigner explained what had happened, and so did I. When Traffic Police was told, they asked two questions, why foreigner had tried to run away, and why he tried to fight with Chinese man? Both were false, and the foreigner and myself said so. But Police paid no attention to our words, and decided against foreigner.
He was told that he could either pay 1,000 Rmb compensation and everything will end right there, or his ebike will be confsicated, he would be taken to jail until trial, his Embassy notified, and at trial he would probably end up paying a higher amount. The foreigner after thinking for a few minutes agreed when we were told that both will suffer the same fate since I had lied to the Police.
He paid the 1000 Rmb, and thanked me for stopping and staying with him for over 2 hours. To our surprise, the next thing that happened blew both out of our socks.....
The money was handled by the foreigner to the Traffic Police. The Police gave it to the Chinese guy who counted it. Then, he took 3 ea 100 yuan bills and gave one to each Policeman involved. I could not believe my eyes, even the translator was upset and ashamed, she said we had been victims of a scam by Chinese man and Police.
For this reason, I will not stop, nor render help, to anyone except inmediate family members on any type of emergency while in China.
If that is the general way for the local Jjustice system to work, I rather not get involved anymore while here.

royceH:

That's a shocker.

I'm dead certain there's no way would I have handed over a cent.  I believe my support network where I live is strong enough that this couldn't possibly happen to me.

Hope these are not famous last words.

Royce,

I suggest getting a dash cam on your car so if you do get into a prang you will be able to prove your version of what happened.

That is indeed shocking.

Like RoychH, I would revert to using my own guanxi in that sort of situation. Well, lets be honest, I would use my MIL.

I remember one time a cop tried to put a parking ticket on a relatives car that was parked outside our apartment. No way was that going to happen.  And although it did actually happen, and the cop won the battle, my MIL won the war. It took her less than 10 minutes to be victorious.

Hey if you want to help someone and get cheated out of 15000 rmb, be my guest. From what I read, that's the going rate. To me, they made helping too expensive, so fuck them.
