Q: Is it legal for a school to refuse to give you the foreign experts certificate cancellation paper?

Starting a new contract at a new school and my old employer is refusing to give me the documentation. I know this is a fairly common thing to have happen but I'm wondering if its legal for them to do so. Thanks in advance.

I am not sure about 'is it legal', but as I understand, School must give you (in 30 days after your last working day) FEC cancelation cert.
