Of course.  They like to know where foreigners are living so they say you should notify them within 24 hours of changing your address. 

Take your passport, your lease agreement and a copy of your landlords ID card.

There are, at least, two things you must do if you move to a new address.  One, if you have a residence permit and / or a work permit, must notify PSB Entry / Exit Bureau of your new address.

And second, you must go to the local Police Station closer to your new home, and register your new address with them by requesting the " Registration Form of Temporary Residence for Visitors".  For this need your passport (and copies of pain page, visa page and entrance stamps page), one or two 2 x 2 ID photos, and a copy of the rental agreement contract of the home and a copy of ID of owner of apartment, or if you own it the certificate of ownership.  This form is free of charge.

It is, but they can be very nice, I did not do it for 1 month and when i went to the police they just laughed at the stupid foreign person and told me to do it right next time.
