Q: Is it possible to teach at another school without a release/recommendation letter?

I had to leave China during the Spring festival and could not reach anyone in regards to explaining why I could not continue to stay. It was something of a personal safety issue and some problems with the school not abiding by hthe contract. I have since explained to my English department supervisor and he supposedly went to the Dean to ask for it, he refused. I have offered to pay the breach penalty and other incurred costs but to  no avail. they just said it isn't the money. I know about losing face and quanshi but i just need to know if it is possible at all to work in another school in china even a different province?

Technically, you are supposed to be given it no matter what, so you will need it to change your work permit and so forth.  If they continue to refuse it, contact PSB and explain to them that they refuse to give you that letter, if they could help you get it.  Sometimes, they will help you with a phone call to the school director, and the letter appears like magic.

I did it twice - no problem, unless you want to teach at a public school or university. They insist on having it.

If you want to be legal, you have to have it.

Also, they are required to give it to you, regardless.

Another also, this post is almost 2 and a half years old. Reaching a bit far to spread misinformation, huh?
