Where I live (near the southern end of Vietnam border), you can find all ages of women walking the streets and soliciting, at doors of their own homes, in barbershops, etc. But the Police will now allow any business in bars like in Bangkok.  Not uncommon to find under aged, do.

nothing wrong with them, that's for sure.  Just wretches who have fallen victim to poverty, abuse (physical & mental) and a misogynistic society. Unfortunately an old story.  My advice would be to not promote the trade by engaging their services, but to be very kind to them, and perhaps a small food gift sometime.  cup of hot tea and a snack or something.
